TL DR - This mod is the best one for capes and cloaks. Also took a peek at winter is coming and surprisingly, despite the more rustic look, I still like the fur cloaks from this one better, though WiC's cloaks would win if I was picking one to stay warm with.
This one has much better faction/hold cloaks (and colored capes, and fur capes.), and I'll just wait for an update (if one is coming) for imperial/volkihar/etc. I'm not a fan of how any of them look, really. On that note, looked at cloaks of Skyrim to find an imperial cloak, couldn't do it.
